This is kind of a mini newsletter!!! August, 2009

We now have 191 members of our association.  That is better then last year, but we could make it even better.  We are at least trying to shoot for 200.  If you haven't paid your 2009 dues, please send your check payable to RBTA for $10.00 and mail to Linda Crowe, 21195 M Street, Rehoboth Beach, DE 19971.


To our block captains.  Please check your lists and start knocking on doors.  Linda Crowe has given you or will be glad to give you copies of our accomplishment list for those of you that get questions concerning "what has the association done for us."


Our last meeting for the year is September 19, so mark your calendar.  After that last meeting, all our communication will be via e-mail.  This year the meetings have had the best attendance ever.  We appreciate your support.  We have also had some great and positive feedback from these meetings and also great suggestions via e-mail from our residents, which we have passed on to park management for their review and approval. 


Our committees are starting to do some great things.  The Grounds Committee has submitted a report to park management.  The Rules and Regulation Committee is beginning to work on submitting  to Hometown American and management what we feel can be changed or  modified, Social Committee is working on having a flea market in September, Hometown America Committee is working directly with Hometown America, Community Watch  had a Delaware State trooper speak at our July 18 meeting, and Outreach will be doing most of their work during the holiday season.  We appreciate your support.  Thank you to all the committee people that have stepped up to the plate it is much appreciated.


For those of you that are trying to sell your home and have to follow the resale standards i.e. vinyl siding, a suggestion was submitted by Sue Fagen of our community who suggested that park management get contractors that can do the jobs for less. Stop in the office and pick up the information. Thank you Sue. Remember, garden waste is picked up on the 1st and 15th of each month.  If one of those days falls on a weekend, it will be the following Monday.  Also, small appliances will not be picked up.  It was also suggested by Susan Ambrose of our community, that we have a "run to the dump."  That means that we will try and get someone with a dump  truck or pickup trucks to haul away some unwanted items to the transfer station.  This will not happen until the Spring of 2010.  We have to plan how it will work and what kind of items we cannot take, and what cost will be incurred.  The contractor who lives in our community that will do vinyl siding has volunteered his services.  We will see how this plays out.

I don't know about you, but we happen to really enjoy the new pool.  It is much nicer then we  thought it would be.  By the number of people who are going to it we think they would agree.  There has been two bids for the construction of a pavilion at the pool.  It will be done for the 2010 season.  The pool will be open on weekends in September; this is a first, just weekends however.


Speeding is still a big issue in this community.  We have some volunteers that will be using a hand-held speeding radar gun that they will be using at undisclosed times and streets to catch these speeders.   We thank these residents for their efforts to control speeding; however, if you would slow down we wouldn't need to do this.  Remember, the rules state “Violation of these guidelines may result in termination of the rental agreement."  SO SLOW DOWN!!!! If you see a speeder, please try and get their license number and turn in to the office.  The office will contact the Community Patrol.

Also, curbing your dog and picking up its waste is a problem.   Please read your rules on pets and animals.  If you don't have a copy of the rules, you can pick it up at the office.  The rules are 2006, however, they were adopted by Hometown America.

News from the Rehoboth Bay Tenants Association

The first Community Meeting will be held on Saturday, May 16, 2009 at the Port Delmarva Clubhouse 10:00 a.m. HOPE TO SEE YOU ALL THERE.

The association would like to welcome our new owners, Hometown America, (HTA) and we look forward to a long and cooperative relationship. Together we can make Rehoboth Bay Community one of the most attractive communities in Delaware.

I also welcome all new residents to the Rehoboth Bay Community. We would love to have you as an association member. Our association meetings will be held on the following Saturdays: May 16, June 20, July 18, August 15 and September 19, 2009 at 10:00 a.m. in the Port Delmarva clubhouse. Signs will be posted prior to each meeting. The dues will remain at only $10.00 per year. Please make your check payable to RBTA and send to: Mr. James Crowe, 21195 M Street, Rehoboth Beach, DE 19971. Please include your lot number on the check. You may also pay your dues at the association meetings, or you may drop your dues (check only) at the community office. Please join early.

At our meetings we will again be holding a 50/50 so bring your dollars. We plan on using some of the proceeds of the 50/50 for charity work. Due to the generosity of our residents, we collected $560.00 for the DMHOA food drive. This fund raiser went to needy families within Sussex County in manufactured home communities. Within our own community, DMHOA gave us three huge food baskets which, we delivered through Caron to families here in RBC. The RBTA also donated three Walmart gift cards to these families. Thanks again to all of you who donated to this worthwhile cause.


We now have 124 e-mail addresses on our e-mail hotline, and this has been a great way to communicate with our residents over the winter months. If you have a neighbor who has e-mail, and they have not joined our e-mail hotline, tell them about our hotline and ask them to send their e-mail address to: mequinn333@aol.com or Louis.geibel@comcast.net.

We would be delighted to add their name to our list.


NOW FOR THE VERY IMPORTANT MEETING HELD BETWEEN RESIDENTS, OWNERS AND MANAGEMENT.


On May 6, 2009, Hometown America’s Regional Manager, Mr. Kyle Howieson met with the residents of Rehoboth Bay Community at the Angola Beach and Estates Community Center. The meeting was very well attended by residents and many issues concerning our community were discussed. Below is a short summary of some of these issues.


  1. The new pool may not be opened in time for the beginning of the season do to the extreme weather conditions we have been experiencing. There was concern that the pool is not as large as the original pool, however, Kyle explained that the pool will not go to 8 feet only 6 feet which will accommodate more residents. It will also have steps entirely across the one end.

  2. G Street will be paved this year.

  3. The front entrance will be redone with a new sign and landscaping improvement

  4. The issue as to how many families are permitted to own one home. Kyle stated that there are state guidelines on how many individuals can reside in the home based on size and amount of bedrooms, not on co-ownership.

  5. HTA will be looking into solutions to improve the problems at the boat ramp.

  6. We will eventually get new locked mailboxes; however, it will not be this year.

  7. They will be looking in to outdated playground equipment at the bay front and also between K and M Streets.

  8. The issue of future rent increases were raised. Kyle explained that the market is not good for raising rents at this time based on the Fair Market Value (FMV). He explained that the FMV is non-existent due to the current housing crisis. HTA reevaluates the market in August before determining any rent increases. Stay tuned.

  9. The subject of maintaining residences that are up for sale was discussed. The rules concerning lawn upkeep has to be enforced. That management has to be more aggressive on this matter. When a home is up for sale within the community, it must meet resale standards and have curb appeal.

  10. The rules and regulations are 3 years old (2006) and were written under the Hudson Management Team. HTA has their own rules and regulations, however, new rules and regulations should be adopted and management is willing to listen to the tenants association officers and board members concerning what rules and regulations apply to our community.

  11. Storage boat fees will remain in place.

  12. A suggestion was proposed that a surveillance camera be installed at the entrance. That may not be in the plans at this time.

  13. The subject of aging and cracked driveways was discussed. They will look in to this issue and repair them where necessary.

  14. It was requested that HTA look in to building a community center In Rehoboth Bay Community. This would mean that we would have a rent increase. We could use the community center at Angola Beach and Estates anytime as long as it is available.

  15. Drainage problems were also discussed. Management will look in to making sure all drainage pipes are cleaned out.

  16. A review of security patrol schedules will be addressed. Need to have more patrolling at night and early morning hours. Less patrolling in the middle of the day. The resort police will continue to patrol the community in the summer with the same schedule as last summer.

  17. Cracks in the tennis courts were discussed, and suggested that they be repaired.

  18. It was also suggested that arrangements could be made to have workshops/clinics concerning such items as home improvement/health care etc. This idea was well received by residents and management.


We would like to establish four new committees. Here is what we would like to do. If you have any other suggestions as to new committees please come to our meetings and let us know your thoughts and ideas.


  1. Grounds Chairman and Committee. This would be chairman and committee to ride around the community and pinpoint issues that need attention concerning the common grounds and also residences that are not well maintained and report to the association and management.

  2. Social Chairman and Committee. This would be chairman and committee to look into social events for the RBTA, i.e. covered dish suppers, bingo games, game nights etc. We could use Angola Beach and Estates Clubhouse. Just need to reserve it and clean up after events. Our residents need to meet each other, and have some fun.

  3. Outreach Chairman and Committee. This would be chairman and committee to look in to resident families in need. Or to help with small chores for residents that are unable do things for themselves. These would be items such as, grass cutting, weeding, power washing and small maintenance projects. Management could provide us with a list of residents that could use a helping hand.

  4. Rules and Regulation Chairman and Committee This chairman should be someone from the board to work with a committee and management on the rules and regulations governing the community.


The bottom line is that we need to take pride in our community and take and active role in making this a wonderful place to live.
